The FBI is getting warrants to seize phones, what about warrants to tap phones?

All the traitors communicate with each other by phone. I would be shocked if the FBI is not tapping peoples phones, listening to there conversations.

It makes it difficult to do a wire tap at the carrier level.

They need to do it from the phone itself. Different tech, but it would basically allow them to capture communications at the screen level, unencrypted.

But they do have the kit to do it.
