Conviction does. Trump was impeached twice knowing full-well that he wouldn't be convicted.

As Skittles noted, this is just political theater. I would be surprised if they could even get the votes in the House to impeach. There are a lot of Rs in purple districts whose constituents would likely consider it a waste of time.
