talked to someone via an interpreter. But I think if I did I would tend to glance at the person who was speaking my language. I would find it quite distracting to stare at the person who didn't speak my language??

Maybe doesn't speak it well, but he certainly understands it at some moderate level, if not just above conversational. He started his KGB desk work in East Germany; German is similar enough to English that it wouldn't be that difficult to learn both.

Translators are not just to provide the translation of words or concepts for a non-native speaker, they are there as a political tool; for one participant to provide a more passive posture that might provide an advantage during negotiations or other discussions.

Sort of like Sen. John Kennedy pretending he's just a simple good ol' boy country lawyer to his constituents to gain their trust.
