In a 3 way race it's a percentage.

but with only 2 names on the ballot, one of them almost has to get over 50%. There's no 3d party to shave off votes on the margin.

A runoff is only possible if the lead candidate gets LESS than 50%. With only two candidates, that's mathematically and logically impossible.

Less than 0.5 (1/2%) is often the threshold for a recount, but not sure if thats the case in GA, it is gor many other states.
