(29,205 posts)the process of transition is often handled by special contracted staff who show up at the White House (and the residence of the Vice President) and pack up and move all of the contents in a matter of a few hours (at most).
The inadvertent inclusion a few dozen "classified" documents would be expected. Most are likely "sensitive" (not secret or top secret).
In the future it would help if...
a) Presidents and Vice Presidents and their staff used only secure (MLS) computers to read and/or create or comment on classified material. No paper, no accidental copies are moved.
b) elimination of almost all paper associated with White House. In my job at high tech company I can't remember the last time I dealt with an actual paper document. Probably at least 10 years.
c) Multi-level security document processing systems... and top secret documents (and above) should only be available via computer in a SCIF... even for POTUS and VPOTUS. The White House has at least one SCIF... the situation room.
That fixes Biden and Pence... what Trump did was steal the documents and, I am certain, sell them for profit to various entities (Saudi Arabia). I am also convinced that the Trump NFTs were the pay off for the sale... coupled with a method for the buyer to unload the cost by re-selling the NFT for a loss. Not to mention the pre-sale payoff in the form of the $2B "investment" made by the Saudis into Kushner's company.

(5,499 posts)I've been asking since issue with Trump having these docs why they exist in paper format. Like you write, we should have secure computer networks where classified documents can be viewed without being printed.

(38,000 posts)A spokesperson for President Barack Obama didnt comment but pointed to a 2022 statement from the National Archives that the agency took control of all of Obamas records after he left office and was not aware of any missing boxes of Presidential records from the Obama administration. Former President Bill Clintons office said, All of President Clintons classified materials were properly turned over to NARA in accordance with the Presidential Records Act.
The closing days of any presidency are chaotic, as aides sort through years of their bosses accumulated materials to determine what must be turned over to the archives and what may be retained. Different teams of individuals are responsible for clearing different offices and maintaining consistent standards can prove challenging, officials said.
In Pences case, the material found in the boxes came mostly from his official residence at the Naval Observatory, where packing was handled by military aides rather than staff lawyers. Other material came from a West Wing office drawer, according to a Pence aide who spoke on condition of anonymity due to the sensitive nature of the discovery. The boxes were taped shut and were not believed to have been opened since they were packed, the person said...
I recommend reading that whole that AP article. Nice overview history of how out-going government officials handled sensitive documents.
