Any teacher can teach anything if the school agrees with it as part of their curriculum. Conversely, there's no obligation to offer a class in a specific subject, whether a teacher wants to teach it or not. For Public Schools, the State or Country determines the curriculum.

I support the ACLU, but this isn't a case they'll be able to win.
