A BILL TO BE ENTITLED AN ACT TO AMEND THE NORTH CAROLINA CONSTITUTION TO PROVIDE THAT EACH SENATOR REPRESENTS TWO COUNTIES, TO PERMIT THE GENERAL ASSEMBLY TO REVISE THE SENATE DISTRICTS FROM TIME TO TIME, AND TO REQUIRE THAT THE STATE IS COMPOSED OF ONE HUNDRED COUNTIES.
SECTION 1.(a) Section 3 of Article II of the North Carolina Constitution reads as rewritten:
Sec. 3. Senate districts; apportionment of Senators.
The Senators shall be elected from districts. The General Assembly shall revise the senate districts and the apportionment of Senators among those districts, subject to the following requirements:
(1) Each Senator shall represent, two counties;
(2) Each senate district shall at all times consist of contiguous territory;
(3) No county shall be divided in the formation of a senate district;

For example, two tiny mountain counties, Avery and Mitchell, with a combined population of 33,000, would have the same representation as Mecklenburg and Union, with a combined population of 1.3 million.
Those fuckers will stop at nothing to entrench minority rule. This is a constitutional amendment, though. They can't just pass it - the people will have to vote, which scares me too. In the past few statewide elections, Democrats have come up short with around 48%.
