There is a clip being shown on many of our news sources of Putin making a statement from some formally decorated/furnished place. I'm not sure what he's supposed to be saying as the clip is just a seconds-long "file footage" looking thing.

The thing is, he looks a lot less puffy and maybe a little younger.

Could be camera angle, lighting, or an actual double.
