Regardless of what passes, the GOP will only round up enough votes to pass it, and no more. More democrats will vote for it than republicans.

Many Republican's constituencies believe that they were elected to defeat the Democrats rather than work with them. I suspect that if this were the "good old days" they'd be clamoring for Republicans to constantly challenge Democrats to duels.
