The result was a huge amount of money spent on testing labs (hmmm, his old business) and a lower percentage of those seeking aid testing positive for drugs than the general population. No one benefitted but the labs. And, of course, conservatives who glory in humiliating the poor and implying their real problem is laziness / intoxication, etc.
Not touching the psych evaluation for a gun. Certainly no one with known psychological issues should be given a permit..

a morality test, an IQ test, a test on the Constitution, submit 10 years of tax returns, and be able to pass an alcohol and drug test
