It would have to come from a collaboration between Boston Scientific (the maker of those weird robot dogs) and Hollywood's best monster creators. AI is probably advanced enough now to be really mean and stupid with little effort, but the robot itself would require a lot of silicone, maybe Jabba the Hutt leftovers from the original Star Wars, with some of Baron Harkonnen from the first Dune movie. The works from a robot dog could be used to make it shuffle and do dumb dance moves and play golf badly and make those stupid accordion hand motions. It could work, and if they also made it smell bad it would take quite awhile before anyone suspected anything.
