Any person with minimal training could have made the shot from 200 yards. Military marksman, lowest rated specialized shooting badge, at least in the 1980s, was only required to hit a torso sized target at 400 yards with an M-16 with a peep sight. I know, because this is how I earned my badge.
Anyone, with minimal training could hit a head or neck shot with a hunter rifle at 200 yards.
Just saying, I see a lot of nonsense here about a pro hit job. What happened today was not that.
A pro with a sniper rifle would have made the same shot from at least 1.5 miles away.
