It is Congress's job to allocate money to keep the government running. They get paid whether or not they do their job.

They are not doing their job. They have no accountability for their dereliction of duty. It is their job to work this out. They have failed and the country suffers. And the people keep voting into office these do-nothing cowards who are unable to even talk or negotiate with each other.
