I noted that so many folks acted as if Trump was out-of-touch
when he told Gov. Kotek her accounts of Portland were different than the fires and things he was seeing. I don't think he seriously believed what he told her so much as he was playing dumb as a way to lie about it.
He knows that stuff isn't currently ongoing. He is just choosing to act like he believes it as a twisted form of plausible deniability.
