especially winners who won handily, however, legally, has her victory been officially certified by the state yet, giving Johnson an out?

The house cannot conduct any business without her being sworn in- any attempt to hold a vote will be met with a point of order/parliamentary procedure objection requiring Johnson to swear her in.
If Johnson continues pro forma sessions to avoid swearing her in, the shutdown cannot end. At some point, he will cave, she will be sworn in, and the vote on the Epstein files will happen.
