Website, social media accounts, emails - everything that can be used to communicate, are property of the US Government, and basically, there's some Script Kiddie probably embedded with the Chief of Staff or Press Office going through all government sites and adding that message to pretend there's a powerful, united front against "Evil Democrats" who caused the furlough.
Even internal Government HR and Benefits sites are getting this spam splashed on their home pages.
