They can.

Turn it off (which still may not make it safe to have on your person), or leave it at home and get a 'burner' phone if you absolutely cannot function for a few hours without one.

Bring a camera. They cannot track a camera... unless your camera connects to the internet. (Which is one of the ways that they can track you if your location is off.) Plus, a camera can be ditched and retrieved later.
