that they don't quite yet feel comfortable enough to use the actual U.S. Military much in the cities, so they do the next best thing.....The use the National Guard and U.S. Military on our southern border, freeing up all the Border Patrol to come up and become ICE agents to do the dirty work in the U.S. Cities. The point is to gather the unemployed, left behind people in large part, and set them loose with their personal grudges, good pay and the desire to do what they want. All of a sudden they have power and become important.

Right now ICE is operating with a so-called mission but it will soon morph into a criminal gang. They will make money with drugs, human trafficking, murder, etc., as has been done in other countries. The point is to make a society live under threat at all times.
