That’s really bad. He looks like Grandpa wandering aimlessly in the nursing home. My MIL spent her last years in a dementia care assisted living facility. The core of the place was designed in a square so that the residents could roam the perimeter - and they did, endlessly. It was terribly sad. The Japanese PM clearly knows that something is wrong.
