Offhand, Nixon created the EPA, and was (recently) POTUS for the moonshot
So that one should probably be Kennedy/LBJ/Nixon, IMHO.
The first 10 National Parks were created by Republicans, though that was back before this list, when Repubs were more liberal than they are today.
And the Interstate Highway System was created under Ike.
Those are the only ones I know of offhand, but I'm sure there are others. Most not nearly as GOOD for the public as our list is though, to be sure.
