Was he speaking Spanish in the waiting room? Did staff call ICE on him? He doesn't look Hispanic to me. Unless they've been looking for this guy on a psych hold, I don't see how sticking a needle in his arm is legal.

What say you, lawyers among us?

Technically Parents or guardians or partners can as well, for minors or incapacitated CONSENSUAL partnerships.
