4. If I recall correctly, he didn't ask them,

he told them to shoot the protesters and they informed him that that wasn't allowed. He probably fired them later. I think that's why he's getting involved with Venezuela. The courts are finally starting to rein him in on the domestic front, so he's looking for other ways to indulge his cruelty. Nobody seems to be able to stop what he does on foreign shores.
