Despite acting with lawless impunity, if a court orders him to stop, and he can’t get a stay to lift the injunction during appeal, most of the time he has complied.

I don’t pretend to know why he complies, but I do know he isn’t the omnipotent strongman dictator many presume him to be.

As much as he would like to be a successful dictator , it’s just one more thing on his long list of failures.

But what he does is flood the media, especially social media, with bullshit intended to make it look like he wasn't stopped and that he's continuing to do what he always intended to do. He relies a lot on political smoke and mirrors and the cowardice of the GOP to make it look like he always gets his way even when he doesn't.
