Surprise! Lindsey Graham doesn't think the tariffs should be returned to the American consumer

Shocking, isn't it? According to NBC, Graham doesn't think refunds are "necessary" or "appropriate".

But maybe I’m more afraid of agreeing with Graham on something. I don’t really know the answer though. Give it back to the companies that paid the tariffs and passed on at least a percentage of the costs? Some Trump designed scheme that is more susceptible to fraud than the pandemic era help? Per capita refund check without regard to tariffed goods personally purchased? This might be okay. Kind of a progressive tax rebate. I might be talking myself into disagreeing with Graham. I feel better now.
