4. O'Donnell was a Congressional aid with vast experience with budgets.

Some one like O'Donnell or Frank would be the best choices because they can get started working from Day 1 and won't need a learning curve.

The senate seat appointment is only for a few months and I think Barney Frank would be the perfect person to be the seat holder
