It was changed by an amendment in 1933 so that the lame duck session would not be so long.

there was an incident in the 1800s where March 4th (back then fell on a Sunday)

the 20th is a sunday so they will hold the public event on monday.

IIRC - and someone beside the president elect was "in charge" for a day. Believe it was the president pro-tem of the senate.
