Anyone know about this? Enviro group complaint to SEC over Keystone XL / Boehner

Article title at PoliticsUSA:

"The SEC Mulls An Investigation Calls Grow For John Boehner To Resign"

Link: http://www.politicususa.com/en/john-boehner-resign

Excerpt:

On Thursday, the Securities and Exchange Commission (SEC) received a complaint from an environmental group with accusations that the proposed Keystone XL pipeline’s owners (TransCanada) are in violation of SEC Rule 10b(5) – Employment of Manipulative and Deceptive Practices to bolster stock prices.

I skimmed the article and couldn't find the name of the environmental group, or even a link to dry, factual, boring information about the actual complaint and the SEC's response thus far. I want to know that to judge the credibility of the complaint (and the likelihood of it getting traction).

Plus the blog title seems to imply that the SEC is investigating Boehner. I don't see facts for that in the article.

I usually like what I read at Politics USA but imho, this article is extremely poorly written. Can anyone point me to a good article(s) on this specific topic? (and call me lazy if you wish, that's fine in this case because it's true. I also wanted to whine about shoddily written articles that waste my time. And if there's good info out there, let it see the light of day and be promoted.)

The first comment on that post at ThinkProgress has some excellent insight.

I know many enviro groups have been opposing Keystone XL. If there's sufficient technical merit to the complaint they should be joining on, I would think. (I'm sure the complaint is 'true' but there has to be evidence sufficient for SEC to take action. If so, that could be very serious, and it's good news for the environment. I just don't want to get my hopes up if there isn't a case.)
