There are plenty of competent, intelligent, and hardworking members that absolutely do not deserve to be associated with the deplorable behavior of the worst.

There are far too many deserving members of congress to list here, but some of them include Tammy Baldwin, Sherrod Brown, Bernie Sanders, and Al Franken in the senate, and John Conyers, Kieth Ellison, Ed Markey, and Donna Edwards in the house.

There are even some conservatives who are reasonable and civil, even if I disagree with them on practically every policy question.

There are also some serious assholes that have no place in government. Shitheads like Joe Barton, Jeff Sessions, Louie Gohmert, Michele Bachman, Steve King, etc.

Those are the assholes that need to thrown out.

The "throw them all out!" meme is senseless.

It doesn't matter that individually some might be saint. Hell, they all might be angels, person by person. When they act in concert, they suck.

The real problem is the lobbyists, of course, but the only cures I can think of for that are illegal and immoral.
