If President Obama promises spending cuts for tax increases?

What effect will it have on the deficit?

The Republicans have only discussed closing tax loopholes if they are offset by lower tax rates. So the bottom line is that it would be "revenue neutral".

If that is the case, why make any spending cuts at all?? Who gets hurt and who gets all the rewards?
