disturbing warning how North Korea can hit us with nukes, and might. Then, towards the end, they do say that it could be 2 to 3 years before the program is up and running. So what was the point of THAT?

There is no evidence that I've seen that their nuke tests have been anything but something like predetonation. Single digit kiloton explosions are not likely a full chain reaction.
