1. Not to worry. Kansas is not one of the states who pays to help other states.

It's one of the states paid by other states because it's fiscally dysfunctional as are many red states who are supported by federal dollars from blue states.

So your question could be, should California or New York State pay for it? I don't think they should, but they will no doubt.

take back their statehood and reduce their representation in Congress to nonvoting members.

Slowly rising waters can be dealt with (w/ levees etc), but, with the very strange weather patterns caused by climate change, Kansas might be in for anything from severe, dust-bowl-like droughts to much stronger, and more numerous tornados.

Because when the #1 donor state (NJ) was hit with a natural disaster, it was hard to get the bill through Congress.
