So it was just the Cincinnati IRS office that went after the Tea Party?

The IRS has its headquarters in Washington, D.C. and has 10 service centers in Andover, MA; Holtsville, NY; Philadelphia, PA; Atlanta, GA; Memphis, TN; Austin, TX; Cincinnati, OH; Fresno, CA; Kansas City, MO; and Ogden, UT).

Not sure why this is such a big scandal if it wasn't a policy sent out to all the offices? It sounds localized. Did I miss something?

I think it is not considered localized because the Cincinatti office was THE office responsible for handling these applications. Or, one of the main offices. So, even if your group was in Alabama, perhaps you were still being handled in Cincinatti. It's not that every state was handling its own.
