But the juxtaposition of the vault and the lack of a safe room at the schools, got to me.

(146,288 posts)where I used to live. The amount of rebar in that thing was amazing. It's a very costly project. A bank vault big enough to hold a school full of children or several vaults would be tremendous. Perhaps there's an alternative mode of construction that would be more economically viable.

(11,330 posts)I understand the issues of red clay (i'm in expansive clay here in Cali).
But that is not reason not to go underground.
Think of it as a root cellar....you aren't living there.
It doesn't need to support the foundation of a large building.
It can save lives and its not extraordinarily expensive.
You need to maintain it for its purpose.
Make sure the door works.
Make sure the drainage works.
Have some minimal sanitary facilities.
Assure ventilation.
