States wouldn't need to be conservative with budgets if they'd kept a surplus

And that idea apparently flew out the window with Trickle Down poverty.

It's a surprisingly simple concept. You increase taxes in times of economic expansion and build a surplus. You use that surplus in times of economic contraction to offset tax breaks and increased welfare programs.

THIS ISN'T DIFFICULT. Yet we can never seem to get it right. Austerity measures would not be necessary if we had been responsible in the past. Despite their rhetoric now, it is the conservatives and Republicans who are responsible for this mess. Why should we listen to them now?
