It appears that someone in Washington called several government officials in Europe to force the landing of a jet carrying the President of Bolivia. If that proves to be the case, the actions by all involved violate of the 2010 international protocol to help stop skyjacking. The protocol, signed by all but a few nations, says:
Any person commits an offence if that person unlawfully and intentionally seizes or exercises control of an aircraft in service by force or threat thereof, or by coercion, or by any other form of intimidation, or by any technological means. 2010 Protocol Supplementary to the Convention for the Suppression of Un-Lawful Seizure of Aircraft

That what happened? Snowdon on board? In the quite from the President of Austria, he seemed to make a point of saying they didn't "look under the seats."
This from the Buenos Aires Herald today:
Bolivia demanded France, Portugal, Spain and Italy reveal who told them that former US spy agency contractor Edward Snowden was aboard President Evo Morales flight from Moscow last week.
Bolivia said it was an act of state terrorism by the United States and its European allies that the four countries banned Morales plane from their airspace on suspicions it was carrying the US fugitive to Bolivia in defiance of Washington.
The government in La Paz told the European ambassadors to provide formal explanations on Monday to the Foreign Ministry.
We are simply asking the government of Spain and the other governments, of course, to clarify and explain where that version of Mr. Snowden being on the presidential plane came from, Communications Minister Amanda Davila \said. Who spread that fallacy, that lie?
