One thing that isn't going to happen...

...while Congress is debating whether to strike Syria:

Assad isn't going to be using chemical weapons.

When the guy yelling at you is being held back by his buddies, you don't provoke him further.

is the best deterrent? I can see that as an effective tactic. The best outcome would be to have no more cw attacks. Assad can be tried for crimes against humanity whenever he is apprehended.

From what I've read about Syria, Assad's decisions about his regime's use of force have been consistently overly aggressive and incompetent. I do not trust him to react rationally.
