If the UK had been on board, Damascus would already be smoldering. When the UK Parliament blocked joining in, so did any imprimatur of international support. Until then, it was possible to make the argument that but for Russia (and China), the UN would be in support and it would be a "legal" war. If the other major players had stood unified in spite of the Russia block at the UN, although actually illegal, a strike on Syria would have taken place last week.
The UK Parliament changed things. With the G20 meeting coming up on September 5-6 in Russia, the US would not be seen very favorably on the world stage if we had just unilaterally joined a violent civil war that no other country was willing to.
So, a vote was called, while knowing full well Congress would not be back until September 9, and that Boner would not call them back early. It also give time to propel the propaganda here at home and makes it look legal for the local crowd, even though it will still be illegal under international law.

I'd love for once for people to say "You know what, this required Congressional approval, and the President - who I despise - said the same, and he's right," and be done with it. The fucking gymnastics at this point are just embarrassing. Just once, if y'all could act decent. Just once.

(18,115 posts)He didn't want to go to congress. He didn't plan on it. He's reserving the right to strike regardless of the congressional vote. Ingres can't make this legal under international law.
It is disingenuous to praise him for going to congress when he was pressured in to it due to lack of support.
