Did Kerry get out in front of President on Syria?

Last Friday, Kerry made his own statement about Syria and limited actions. The next day, the President came out with a totaly different statement. He would go to the Congress.

I wonder, did Kerry make his statement without consulting the President?? He wouldn't have done that, would he?

Kerry is part of the executive branch, he is the "first amongst equals" member of the President's cabinet and he serves at the President's pleasure.
