Listen to Hickey just digging himself in deeper at about 12:35 on the video. He's talking about his wife and family. His wife is Korean:

"I'm a white guy, I've got a yellow wife, and kids with olive colored skin...so I understand ... ah ... the approach that we have to have to reach young people and to reach minority persons in the state..."
