Need Some DU Help: Is there a catch to this petition that I'm missing?

A friend (who is normally somewhat right of center) posted a link to this petition at www.change.org. It seems -- well - a little out of the ordinary for my friend to be posting.

Is there a catch that I'm missing?

Can a Texan (or someone else in the know) tell me who Scott & White are?

The Central Texas area is home to many Children with Disabilities. Children with Disabilities and their families are traveling all over the state of Texas for quality care. We ask that Scott & White train their physicians on family centered care and provide at least 2 full time pediatricians willing to work with families that have children with complex medical needs. We also ask that doctors be given the proper supports they need to do their jobs, and we need more pediatric specialists in Central Texas. When families are provided with quality specialists locally the Continuity of Care will be better for the families in Central Texas. Ideally, we would someday like to see a facility similar to Munroe-Meyer Institute from the University Of Nebraska Medical Center. We know and understand that it would be a smaller scale, but it would be a much needed resource for families of Children with Disabilities in Central Texas.

It's the teaching hospital of Texas A&M University.

Second - I thought of that. No personal benefit I can see. Maybe it benefits a friend, co-worker, or relative.
