In the spring of 2010 stories first swirled around Sen. Rand Pauls certification as an ophthalmologist by an outfit called the National Ophthalmology Board, an entity he founded. This week I discovered that while he continues to present himself as board certified the NOB has been out of business since 2011, and in any event, does not under Kentucky law permit him to advertise as board certified.
In 2010 Rand Paul explained that he formed the board in 1997 along with 200 young ophthalmologists to protest a decision by the American Board of Ophthalmologists to grandfather those who were certified by 1992, but to limit certification for a ten year period for those first certified after that date. Rand Paul fell within the latter group. He found that decision discriminatory and unfair so he set up the NOB along with his wife and father-in-law to certify himself. Despite calling itself national, it appears to have operated purely in Kentucky. The board remained in operation until 2000, when it was dissolved. It was reinstated in 2005. Since the certification story broke, the NOB again dissolved in 2011.
Since 2005 Rand Paul has not been certified by any board recognized by the state of Kentucky, and since 2011 has had no certification since the NOB was dissolved. I asked Rand Pauls staff a series of questions, trying to determine why he still held himself out as a certified ophthalmologist: Did the National Board of Ophthalmology have examinations and/or continuing education requirements? If so, what were they?
How many doctors claimed certification through the NBO? Did they continue to do so or did they obtain American Board of Ophthalmology certification?

There are some specialist who are grandfathered in one speciality and not another, for instance a doctor may be grandfathered in internal medicine and not in cardiology. It all depends on whether they were admitted before the new regulations went into effect.

(81,222 posts)The "coverage" of it was originally in 2010 and obviously didn't move the meter any - or maybe people just didn't want to pay attention because they had this inexplicable teabagger crush on rand paul. Well, I'm THRILLED to see this is getting more attention again. WE started some of that rediscovery a few weeks ago, I think, with various posts about it here.
It reminds me of when I was still working, and I interviewed then-TV talk show host Jenny Jones about her breast implant surgery that turned VERY bad. She admitted up front that she went to a NON-board-certified plastic surgeon. Didn't really check him out tooo much, knew he wasn't board-certified but didn't let that stop her. Mainly, he was much cheaper than the board-certified doctors. HUGE mistake! She lived to regret that horribly destructive and painful penny-wise/pound foolish decision. The guy frickin' maimed her. She had little recourse. She had the implants removed and decided against any reconstructive surgery because she couldn't afford it and there was just way too much scar tissue from the complications that ensued. Maybe now it would be more of an option but that was, I think, some 25-30 years ago, when it wasn't. That stuck with me like glue! He was NOT board-certified. She said it was the stupidest mistake she ever made and MAN did she suffer for it.
I have had a long history of involvement with eye doctors, optometrists and ophthalmologists, being extremely near-sighted pretty much from birth. Glasses, contact lenses of all kinds, hard lenses, soft lenses, experimental lenses, etc. My parents always took me to board-certified EVERYBODY. I wouldn't risk my vision even if it was much cheaper! I wouldn't dare!
I guess some Kentuckians are fine with it but I sure as hell am NOT! And as the link below (from 2010) clearly indicates, it's a sure-fire indication of the kind of self-centered, opportunistic, corner-cutting, sneaky-ass, slicky-boy cheat he is. Seriously - you want that in a presidential hopeful (much less, God forbid, a President)????

The eye doctor isnt properly certified? Dr. Kent Sepkowitz on Pauls slick end-run around the professions licensing rulesand what it tells you about the kind of politician he is.

(22,651 posts)Had a dog with glaucoma & so had to use a specialist to treat the condition. I want to put the Vet specialists credentials here so people can see the difference in the depth of training. If I had to choose for my eyes rather have the Vet instead of Mr. Paul.

Dr. Millichamp graduated from the Royal Veterinary College, University of London in 1978. After working in small animal practice he spent three years at the Animal Health Trust, Newmarket, and at the Institute of Ophthalmology, University of London, pursuing doctoral research on inherited retinal degeneration and retinal surgery in dogs. He completed residency training in comparative ophthalmology at the College of Veterinary Medicine, University of Florida and became a Diplomate of the American College of Veterinary Ophthalmologists in 1985. He was awarded a Diploma of Veterinary Ophthalmology from the Royal College of Veterinary Surgeons in 1986. Dr. Millichamp became a diplomate of the European College of Veterinary Ophthalmologists in 2004 and was elected to the Board of Regents of the American College of Veterinary Ophthalmologists in 2008.
Dr. Millichamp was a staff ophthalmologist at the Veterinary Medical Teaching Hospital, and faculty member in the Department of Small Animal Clinical Studies at the College of Veterinary Medicine, Texas A&M University from 1986 until 2009. His clinical and research interests have focused on the pharmacology of ocular inflammation, ocular surgery (particularly cataract surgery in horses), and ocular disease in exotic species and, more recently, ophthalmic telemedicine and imaging. Dr. Millichamp lectures internationally, has published many papers in scientific journals and contributed to several textbooks of veterinary ophthalmology. He was a consultant for Central Texas Veterinary Ophthalmology before establishing offices with Eye Care for Animals in 2009.
