(17,111 posts)They keep announcing policy changes and seminars for everybody and they are futile. In addition, they need to throw the book at those who commit these assaults. They should serve time in Leavenworth or wherever and then be dishonorably discharged. That would stop a lot of people who may have thoughts about this.
Other countries have proven that you can maintain discipline and not undercut those in charge by setting up a system outside of the CoC. Israel is one such country.
If they research these other systems, they should be able to set up an effective legal system to deal with this issue.
Note:One other problem is the presence of sexual predators in the military. There are certain people who commit these types of crimes over and over. They should be the first out. In addition, there needs to be much better screening of recruits.

(11,709 posts)He's had a great career but he's past the time when he should have left. There's no excuse for coddling rapists, even in the military, other than a purposeful lack of understanding.

(12,159 posts)We had a chain of command that went from the NCOs to the Base Commander. But there was another officer of equal rank with the base commander that we could approach with our concerns. Certainly this officer filtered out some stupid stuff but would take this up with the commander one on one. We had several issues resolved because of this process.
I know that the military wants to keep everything in-house using the UCMJ rules but they need to own up to the fact that some things can not be kept internal. Rape, sexual harassment, murder and assault should be in the purview of the civilian criminal justice system.
What the military is doing is the same evil thing some Catholic dioceses did, that same thing that school districts did for years- deal with it in-house so no one knows what's going on. Trouble is, it doesn't stop the criminal action-
