It does not look too good for the deal right now
House Democrats will not whip for it. We can expect defection on the Tea Party side.
This is an awful deal and we still have time, so it is not a terrible thing. My only worry is that the Democrats may hope that Republicans will get to a better deal if this one does not pass. History tells us it is not the case. So, there is no good vote in my opinion. Probably the reason why they will not whip.
