If a rising tide lifts all boats...?

Then why are so many small boats sinking? Why are so many unemployed unable to find work? The big boats on Wall Street are sailing along very smoothly and the little boats are taking on water.

Is it a lie that a rising tide lifts all boats, when used in an economic context?

The sailing metaphor doesn't really work because what we choose to measure and name "the economy" isn't like a body of water at all. We pick and choose this bit and that piece and then try to convince ourselves and others that those pieces are representative of the whole.

That saying is most often associated the Unions

- and most workers rejected them after their peak in the 50s

having second thoughts yet
