1. A liability policy would not cover a criminal act. If someone flew off in a rage and killed someone in an unjustified shooting, insurance would not cover it.
2. Such a general liability policy costs about $40 a year. Not the great big financial burden you want it to be.
3. The major provider of such policies? The NRA. (Do you really want to send them more money?)

I don't think $40.00 a year is too much.
I pay insurance on my home and my car.
The NRA makes money being the political wing of every gun manufacturer in the World. Everyone that buys a gun or a bullet sends money to the NRA via big corporate weapons manufacturers or as members. So I don't see a big deal about those people paying them for insurance.

because the gun owner has very little money. Insurance would take care of that.

That's why most accidental discharge victims who aren't the discharger (which is a small population to begin with) get a settlement.
