By what legal means could a local police department hack into your security system?

After a crime is committed on your street I imagine they can come knocking on your door with a warrant to get copies of the tape recordings. Or they could just ask, since no one wants to see their street mired in crime and vandalism.

However, if the department has a high tech system that accepts multiple DVR feeds, can they tap into someone's security system without that person's knowledge? Theoretically, I imagine they can, especially if they have contacts within your service provider. I'm just wondering what penalties would they face if they were found out? Who would prosecute them?
