Here it comes at last: State Dept to release Keystone environmental study today
Unlike a lot of people here, I don't think the President has a good option, or even better option. Approve it or disapprove it, tar sands oil will be extracted and shipped- as it is now, with more and more dependency on rail, and there are just as many drawbacks to that.
WASHINGTONThe State Department plans to release Friday a much-anticipated environmental review on the Keystone XL pipeline, a person familiar with the report said.
The review is likely to disappoint environmentalists but leave President Barack Obama the space to make a decision for or against construction of the pipeline, this person said.
The report triggers a final review to determine whether the pipeline is in the national interest. Various agencies will have up to 90 days to weigh in. Once that is complete, Mr. Obama is expected to make a final decision.

The impact statement, which will examine issues such as whether the project will contribute to the globes overall greenhouse gas emissions, is a critical step in the administrations decision-making process for the pipeline.
The State Department will release the environmental impact statement as soon as Friday, individuals said, and reaches largely similar conclusions as the draft assessment. That report concluded that approval of the project would not dramatically alter the course of oil extraction in Canadas oil sands.
