However, there is no way in hell I'm going to conserve water by not flushing the toilet. The neighbor across the street uses more water watering his lawn this morning than I use in weeks flushing my toilet. If the drought is as severe as advertised, then they need to raise the price of water and economically force people to stop wasting it on stupid lawns.

It becomes illegal to use a hose, sprinkler etc. to water your garden. Don't rely on price - some people will just pay, while others would end up paying loads for esssential use.
