"I'm the one willing to take it to Hillary and Bill"
That is why Rand Paul keeps carrying on about Bill and Hillary.
Hillary is the likeliest candidate.
Most attacks on her sound insane.
Rand Paul suffers nothing from sounding insane because he represents the insane vote.
Thus Rand Paul is able to attack her and Bill without harming his position.
And there will be a big Republican primary pay-off for being the one who attacks Hillary the most.
(Note that that statement is true whether Hillary gets the nomination or not. The Republican primaries will occur at the same time as the Democratic primaries so Hillary is likely to be the target when they start.)
