My first reaction just to the question was to beat the living crap out of someone. But, when faced with a convincing adult who starts claiming that 'this is my son', the answer becomes less obvious.

Ask for identification from both of them. Ask the child to call his/her mother or relative to verify the identity of the adult. Don't just assume that the adult is telling the truth. If the adult is less than willing to offer any information or time to verify and drags the kid off, call the cops. Get a license number, good physical description, sound desperate. Especially in larger cities. You could be saving a life.
